I want to build up some touring wheels that will take 1.5" tyres and had
decided on Rhyno Lite rims.

Unfortunately, over here in the little UK, we can't get hold of the original
Rhyno Lites in 36 hole, only the XL.

My question is: Are the XL version suitable for 1.5" tyres?

_ I would think so. The only thing that really matters is
interior rim width to tire width. Here's a good explaination
and a very conservative compatibility chart.

_ The XL is pretty wide at 23.5mm, from the chart
I would guess that a 1.5" (38mm) tyre would be okay, but
not ideal and I wouldn't go smaller. 1.5" on a
regular RhynoLite (22mm) works just fine.

_ In my experience 32 spoke 26" wheels are reliable enough for
loaded touring, but opinions vary and my experience is limited to
relatively short dirt road tours.
